The transition to carbon-neutral tourism extends beyond technological or supply-side solutions to how travelers understand, negotiate, and enact low-carbon choices. This dissertation develops a demand-driven perspective on this transition, drawing on survey data from 951 young adults in Finland. It shows that carbon-neutral travel behavior is neither uniform nor determined by environmental attitudes alone but varies in form and level of engagement across travel contexts. The persistence of the attitude–behavior gap further reflects how psychological mechanisms, perceived responsibility, and structural conditions shape travel decisions. The dissertation highlights carbon-neutral tourism as a shared transition shaped by the interaction of demand- and supply-side processes and by the roles of different stakeholders.
